The Housing Economic and Recovery Act of 2008 provided $3.9 billion nationwide for the Neighborhood Stabilization Program (NSP), which will provide funds to state and local governments to purchase abandoned and foreclosed homes and residential property. This money will rejuvenate neighborhoods and communities that are hardest hit by the foreclosure crisis. Consistent with the existing program administered by HCD and local governments, this funding allows localities to renovate and rehabilitate those homes, eliminate blight and reinvigorate and stabilize the affected neighborhoods. The funds can be used to:
1. Purchase and rehabilitate homes to sell, rent or redevelop
2. Create land banks for homes that have been foreclosed upon
3. Demolish blighted structures
4. Redevelop demolished or vacant properties
5. Establish financing mechanisms for purchase and redevelopment of foreclosed upon homes and residential properties
Homes that are purchased with the NSP funds must be sold or rented to low or moderate income families.

Community Development Block Grant Recovery Program (CDBG-R)

Grants to stimulate the economy through measures that modernize the Nation?s infrastructure, improve energy efficiency, and expand educational opportunities and access to health care.
Maximum grant amounts:
* Economic Development – $2,500,000 which includes general administration costs.
* General – $1,000,000 which includes general administration costs.
Eligible Activities:
* Housing, including single- and multi-family rehabilitation, rental housing acquisition or home ownership assistance, and activities that complement new construction.
* Public Works, including water and wastewater systems, rural electrification, and utilities such as gas services.
* Community Facilities, including day care centers, domestic violence shelters, food banks, community centers, medical and dental facilities, and fire stations.
* Public Services, including staff and operating costs associated with the community facilities.

HCD administers more than 20 programs that award loans and grants for the construction, acquisition, rehabilitation and preservation of affordable rental and ownership housing, homeless shelters and transitional housing, public facilities and infrastructure, and the development of jobs for lower income workers. Please note that, with rare exceptions, these loans and grants are not made to individuals, but to local public agencies, nonprofit and for-profit housing developers, and service providers. In many cases these agencies then provide funds to individual end users.

Energy Efficient Appliance Rebate Program
California Energy Commission
California will implement a mail-in rebate program to help residents replace older, inefficient appliances with new ENERGY STAR� qualified and ultra-efficient appliances. The program is tentatively scheduled to begin April 22, 2010 to coincide with Earth Day activities. Consumers must provide proof of recycling to receive rebates, and must purchase the appliances from a California retailer.
